There is a national expectation that by January 2010 all primary children will be entitled to learn a foreign language in curriculum time throughout the four years of Key Stage 2.

However there is a clear body of evidence, provided by Ofsted/HMI inspections and national research studies that primary practitioners’ linguistic skills will need to be improved in order for this entitlement to be delivered.
